Permitting Process

A rapid plan review and expedited permitting process is one of Valdosta-Lowndes County’s strongest advantages-especially in comparison to competitive states such as Florida and California. The Industrial Authority has successfully won projects over the years due to the speed and professionalism of City and County permitting personnel.


Lowndes County


In an effort to educate and inform the citizenry of Lowndes County regarding development regulation requirements of the ULDC (Unified Land Development Code), pre-application conferences are available to discuss the proper permitting processes for various developments and/or proposals. These meetings are conducted free of charge by the Lowndes County’s TRC (Technical Review Committee) which consist of the following departments: Planning, Zoning, Engineering, Utilities, Fire Services, Environmental Health, Building Inspections, Moody Air Force Base and/or Valdosta Airport Authority, and Geographical Information Services (GIS). Pre-application conferences are conducted every Tuesday morning by appointment only at the Lowndes County Administration Building, located at 325 West Savannah Avenue, Valdosta, Georgia. All appointments should be made no later than the Friday prior to the conference date. Citizens may contact Ms. Debra A. Lewis, at (229) 671-2418, for available dates and times.

The purpose and intent of the pre-application conference is to provide for the exchange of information between staff and the applicant on a potential development, as well as, to provide design standards information as set forth by the (ULDC). A pre-application conference is only mandatory prior to the submission of the following types of applications-a conventional subdivision plat, development plans and/or improvements plans.



City of Valdosta


First Step Meetings

As a service to customers, the City of Valdosta and Lowndes hosts First Step meetings every Thursday morning. These meetings provide potential developers the opportunity to meet with all City departments including Fire, Landscape, Utilities, Engineering, Public Works, Planning and Zoning, and Plan Review. If necessary, the Health Department is also in attendance. Individuals are encouraged to bring any site plans, development plans, or general information regarding their request.

 Pre-Application Meetings

Individuals submitting an annexation, rezoning, special exception or variance application are required to attend a Pre-Application meeting prior to application submittal. These meetings are held every Thursday afternoon. The purpose of the Pre-Application meeting is to identify any possible hurdles during the application process and to thoroughly explain the application timeline. Applicants are encouraged to bring any additional materials they may have regarding their request.
